I'm facing some serious issues with this approach as well, both
performance and functional wise. Opened up two new GitHub issues for
osmium-tool now:

Always amazing to see that it is so much easier to set this all up for a
whole Planet. Think about it for a moment. Start date would be September
2012, though.
