Overpass API developpement

Dear Overpass Dev-List,

as promised earlier this year, I wanted to give a short overview of what
is currently in the pipeline for some future Overpass API version from a
contributor's point of view.

All relevant changes are up and running on the development box and are
ready for testing.

All of this material still needs to be reviewed by Roland and hopefully
will get merged into the main branch at some point in the future.
