Please take a look at overpass turbo wizard, it will resolve those bool expressions automatically for you:

Aha! The [filter1][filter2] form does not appear in the Wiki page (neither does a definition of !=)

Now, to extend the issue, what if I want (filter1 OR filter2) AND filter3 ?
