Overpass API developpement

Dear users,

[Version 0.7.62](https://dev.overpass-api.de/releases/) of the Overpass
API has been published already a month ago, but I have not announced it
yet. This is because the documentation lagged.

I've now completed the documentation to also cover
- the new `touched_user` constraint in a new section [about user
constraints in
general](https://dev.overpass-api.de/overpass-doc/en/criteria/misc_criteria.html#by_user)
- a complete 10-page section about [Museum
data](https://dev.overpass-api.de/overpass-doc/en/analysis/museum.html)
aka attic data
- a [Component
Overview](https://dev.overpass-api.de/overpass-doc/en/more_info/components.html)
of the server for all those people who run local instances

I'll cross-post this to community.openstreetmap.org too, because I'm not
sure whether everybody interested is on this mailing list here.
