Overpass API developpement

Hi all,

For the Overpass API, the installation is now also possible by [Docker
conatiners](https://github.com/drolbr/docker-overpass).
Opposed to to existing Docker containers by third parties, this has
direct support by me.

I still do not endorse the use of Docker.
The rationale to offer Docker containers is that
the unofficial Docker containers have led to multiple unsolvable support
cases. So the express design goal for the containers here is to maximize
robustness and minimize maintenance and support work, thus the simpler
the more beautiful.

The [installation

in [the documentation](https://dev.overpass-api.de/overpass-doc/en/) now
also cover this installation approach.

Do not hesitate to ask questions if something in the above mentioned
documents is unclear or missing.
