Thanks for the quick reply Roland. Sorry I couldn't get back earlier. 

I think this was a hiccup on the area dispatcher and seem to have resolved when I updated the rules file, and restarted the services.

The message says that the dispatcher has denied ressources to the query.

Could you please run the two commands (while the dispatchers are running)

./dispatcher --osm-base --status

./dispatcher --areas --status

and send the result? This should help to understand what the dispatcher thinks.
