[overpass] [Info] MapQuest to decommission XAPI service

Found this blog post the other day:

the last non-Overpass API-based XAPI provider MapQuest to decomission
their XAPI service end of this month:

Recommendation is to switch to Overpass API and have a smooth transition
via the compatibility layer.
