Overpass API developpement

Hello everybody,

the bugs that have caused the Overpass database to report errors on 
attic ways have been fixed in the "repair_attic_updates" branch. This 
also includes the issue
https://github.com/drolbr/Overpass-API/issues/177
However, to get rid of the broken data, the database needs to be rebuilt.

I will do the database rebuild on the next production server. Catching 
up from the license change to the current date will take 30 to 60 days.
This new server will run a merge of the branches
* minor_issues
* repair_attic_updates
* backend_compression

The current server overpass-api.de will remain in production for that 
amount of time. Its database is slighty damaged by the fixed bugs and 
the event of 2015-02-01 at

I will not attempt to make any repair of that database. There are simply 
too much objects affected although it is only a tiny fraction of the 
total OSM data.

The database on the dev server is as well affected by the bugs, at least 
for timestamps before 2015-02-21. However, it doesn't suffer from the 
2015-02-01 incident. I will not attempt to make any repair of that 
database, too. The database on the dev server should now be accessible 
and up to date to the minute for the next two months without 
interruption, because no further work on the backend is needed.

I would like to relase the next version when the new production server 
has catched up. But I will address that in a separate mail this afternoon.
